The 19th Judicial Circuit Court of Florida covers all of Martin, St. Lucie, Okeechobee and Indian River Counties. Currently 19 Circuit Court Judges serve the public out of five Courthouses, with two located in St. Lucie County and one courthouse in each of the remaining three counties. The Chief Judge of the 19th Circuit is the Honorable Elizabeth A. Metzger.
Florida circuit courts are state courts, and are trial courts for most controversies. There are 20 circuits in Florida. The circuit courts are one of four types of courts created by the Florida Constitution with the other three being the Florida Supreme Court, the Florida District Courts of Appeal, and the Florida county courts. The circuit courts primarily handle civil cases where the amount in controversy is greater than $15,000, all juvenile (dependency and delinquency), family law and felony criminal cases, as well as appeals from county courts. The 19th Circuit also has mental health courts, veterans courts (in St. Lucie and Indian River Counties) and drug courts all handled by circuit judges.
